First 5 San Mateo County was created in 1998 with the passage of Proposition 10, the tobacco tax levied to find education, health, child care, and other programs that promote early childhood development for children ages 0-5. Prop 10 was designated to address a lack of public funding and support for early childhood development in the wake of growing research showing a child's emotional, physical and social environment plays a crucial role in his or her later success. San Mateo County receives an average of $8.5 million annually in Prop. 10 funds, although revenue will decrease as tobacco sales decline in future years. First 5 San Mateo County is governed by nine-member commission that includes public officials and community leaders from the fields of early childhood education, health care, and family support. The Commission is aided by three subcommittees. The Community Advisory Committee, composed of parents and professionals with varying expertise, advises the Commission on new project development. The Program Operations & Planning Committee helps the Commission implement its strategic plan. Finally, the Finance Committee ensures that resources are allocated in a fiscally responsible manner and in accordance with the Commission's 10-year financial plan.
