Margaret Taylor served as Director of the Health Services Agency in San Mateo County from 1985 to 2004. During that time, the agency included a locked mental health facility, an adolescent residential treatment center, county hospital and community clinics, Public Health nursing, Mental Health Services clinics, a mental health managed care program, AIDS/HIV Services, Emergency Medical Services, Aging and Adult Services, Correctional Health Services, Environmental Health, Food and Nutrition Services and the Children's Health Initiative (CHI- "Healthy Kids"). She began her career with the county in 1979 as a budget analyst.
Since leaving San Mateo County in mid-2004, she continued to work on expanding insurance coverage to all children as chair of the CHI Coalition. She completed reports in the status of healthcare districts in San Mateo County and throughout the state for two organizations. She is a member and past chair of the First 5 San Mateo County Commission, a major funding source for Healthy Kids and Preschool for All. In 2003, Ms. Taylor was appointed to the California First 5 Commission by former Governor Gray Davis.
Ms. Taylor was a founder and member of the Health Plan of San Mateo Commission (Medi-Cal managed care); former president, County Health Executives of California and Association of Bay Area Health Officials; board member, San Mateo County Hospital Consortium and California Association of Public Hospitals. She currently is on the Board of Director of the Lesley Foundation (housing for low-income seniors); Markkula Center for Applied Ethics and the Board of Regents at Santa Clara University; Mills Peninsula Health Services; San Mateo Police Activities League (PAL); San Mateo Rotary Haciendas Board (low income senior housing) and is president of the San Mateo Rotary. She is serving as the first chair of United American Bank, formed in 2003 in San Mateo, with assets of $180 million and a branch in Sunnyvale.
Ms. Taylor received a B.A., M.A., and M.B.A. from Santa Clara University. She is a Licensed Marriage, Family and Child Counselor. She has been honored as Alumna of the Year by Santa Clara University, elected to the Women's Hall of Fame of San Mateo County, and received the Woman of the Year award from the 19th Assembly District (Papan) among other honors. |
